Governance
Clear responsibilities from group oversight to project delivery.

Proposed corporate framework for approval. Policies, appointments, programmes and performance data have not been verified; no certification, operational capacity or outcome is claimed.
The proposed board would set strategy, approve reserved matters and oversee risk and performance. Executive management would be accountable for implementation within approved authority limits. Legal entities, ownership, directors and reporting relationships remain to be confirmed; this is an operating model, not a registered group organogram.
Buildings, Civil Engineering, Energy & Utilities, Engineering & Projects, Industrial Construction, Steel Construction and Special Projects provide the service architecture. Each project would define the contracting entity, accountable lead and interfaces between packages. Divisions are service groupings, not a claim of separately incorporated subsidiaries.
Before mobilisation, each development would require an approved scope, funding plan, professional appointments and a responsibility matrix. Project managers would report programme, cost, quality, safety and commercial exceptions through agreed escalation channels. The two planned Stratum developments currently have placeholder manager details.
Tender decisions, contract execution, procurement, expenditure and changes should follow documented approval thresholds. Independent checks, separation of duties and a clear record of decisions would support accountability. Monetary limits and assurance providers must be approved before they can be published.
